“Rajiv Gandhi Equity Saving Scheme“(RGESS)


The Union Finance Minister Shri P. Chidambaram approved a new tax saving scheme called “Rajiv Gandhi Equity Saving Scheme“(RGESS),exclusively for the first time retail investors in Securities Market. This Scheme would give tax benefits to new investors who invest up to Rs. 50,000 and whose annual income is below Rs. 10 lakh. 

The Scheme not only encourages the flow of savings and improves the depth of domestic capital markets, but also aims to promote an ‘equity culture’ in India. This is also expected to widen the retail investor base in the Indian securities markets. 

Salient features of the Scheme are as under: 

a. Scheme is open to new retail investors, identified on the basis of their PAN numbers. This includes those who have opened the Demat Account but have not made any transaction in equity and /or in derivatives till the date of notification of this Scheme and all those account holders other than the first account holder who wish to open a fresh account. 

b. Those investors whose annual taxable income is ≤ Rs. 10 lakhs are eligible under the Scheme. 

c. The maximum Investment permissible under the Scheme is Rs. 50,000 and the investor would get a 50% deduction of the amount invested from the taxable income for that year. 

d. Under the Scheme, those stocks listed under the BSE 100 or CNX 100, or those of public sector undertakings which are Navratnas, Maharatnas and Miniratnas would be eligible. Follow-on Public Offers (FPOs) of the above companies would also be eligible under the Scheme. IPOs of PSUs, which are getting listed in the relevant financial year and whose annual turnover is not less than Rs. 4000 Crore for each of the immediate past three years, would also be eligible. 

e. In addition, considering the requests from various stakeholders, Exchange Traded Funds (ETFs) and Mutual Funds (MFs) that have RGESS eligible securities as their underlying and are listed and traded in the stock exchanges and settled through a depository mechanism have also been brought under RGESS. 

f. To benefit the small investors, the investments are allowed to be made in instalments in the year in which tax claims are made. 

g. The total lock-in period for investments under the Scheme would be three years including an initial blanket lock-in period of one year, commencing from the date of last purchase of securities under RGESS. 

h. After the first year, investors would be allowed to trade in the securities in furtherance of the goal of promoting an equity culture and as a provision to protect them from adverse market movements or stock specific risks as well as to give them avenues to realize profits. 

i. Investors would, however, be required to maintain their level of investment during these two years at the amount for which they have claimed income tax benefit or at the value of the portfolio before initiating a sale transaction, whichever is less, for at least 270 days in a year. The calculation of 270 days includes those days pursuant to the day on which the market value of the residual shares /units has automatically touched the stipulated value after the date of debit. 

j. The general principle under which trading is allowed is that whatever is the value of stocks / units sold by the investor from the RGESS portfolio, RGESS compliant securities of at least the same value are credited back into the account subsequently. However, the investor is allowed to take benefits of the appreciation of his RGESS portfolio, provided its value, as on the previous day of trading, remains above the investment for which they have claimed income tax benefit. 

k. For the purpose of valuation of shares, the closing price as on the previous day of the date of trading will be considered so that new investors are certain about their debits and credits into the account. 

l. In case the investor fails to meet the conditions stipulated, the tax benefit will be withdrawn. 

Like all financial products which have reached out substantially to the retail investors (post office savings, life insurance policies etc) through tax benefits, this tax break for direct investment in equity is expected to substantially encourage the retail participation in securities market as well as to enhance their participation in the growth of Indian industry. Entry of more retail investors are expected to further deepen the securities markets as they bring in long-term stable funds, which can counteract the volatility created by the liquidity providers of the market. The Scheme, thus, also furthers the goal of financial stability and promotes financial inclusion. Since Exchange Traded Funds and Mutual Funds have also been brought under the Scheme, the Scheme should provide encouragement and re-assurance to the first time investors. 

The broad provisions of the Scheme and the income tax benefits under it have already been incorporated as a new Section - 80CCG - of the Income Tax Act, 1961, as amended by the Finance Act, 2012. 

Department of Revenue will notify the Scheme and SEBI will issue the relevant circulars to operationalize the Scheme in the next two weeks.

Delhi Vehicle Registration -The Process & Documents-Related Queries


Why the registration of vehicle is necessary?
The vehicle can be driven or allowed to be driven in public place only after registration by registering authority as under the provision of section 39 of motor vehicle Act 1988.

Where to approach for vehicle registration?

You have to approach your local zonal office of the Transport Department for registration of private/non-commercial vehicles. There are self registering dealers who have also been given the registration powers,delivers the vehicles after registration only. To locate your concerned zonal office select zonal offices. For registration of commercial vehicles you have to approach to office of M.L.O.(Head Qtr.),Transport Department, 5/9 Under Hill Road,Delhi-110054. For Goods carriers less than 3000 kg. you have to approach MLO (Burari). For registration of Taxi\TSR you have to approach MLO (Auto Rikshaw and Taxi Unit)Burari or MLO (Burari) for (DL1Y,DL1Z,DL1ZZ)AITP category. 2. Gazetted Officer: means a Gazetted Officer of Central Government or State Government or and Officer of Local Body who is equivalent to the post of Gazetted Officer.
After allocation of registration numbers, fee receipt is given to the applicant on the same day and above documents are kept by the zonal office. The registration fee receipt can be retained as proof of having made an application for registration.

The registration certificate i.e. Form − 23 A can be collected after preparation of smart card.

What is the procedure for registration of new private/non commercial vehicle?

The registration procedure includes the vehicle to be inspected physically by Inspecting Authority at zonal office for its particulars and followed by registration.The documents required to apply the registration are as follows :-

  1. Form 20 duly filled up.
  2. Form 21 (Sale certificate) issued by the vehicle dealer
  3. Form 22 (Road worthiness certificate) issued by the which manufacturer
  4. Attested copyof valid vehicle insurance policy/covernote
  5. Attested copy of address proof at which vehicle is to be registered.
  6. Form 34 duly signed by owner and the financer
  7. One time road tax as applicable
  8. Prescribed fee for registration
  9. PAN Card or Form 60 & 61 (as applicable)
  10. M.C.D parking fees.
  11. Dealer invoice along with manufacturer invoice.

CHANGE OF ADDRESS

What is the procedure of re-registration of motor vehicles brought to Delhi from other states ?
The following documents are required for change of address in Registration Certificate.
  1. Form No. 33
  2. Original Registration Certificate.
  3. Attested copy of valid insurance.
  4. Attested copy of address proof of the registered owner.
  5. Attested copy of valid pollution under control certificate.
  6. Prescribed fee of Rs. 50 & Rs. 370 for smart card.
  7. Attested copy of PAN Card or Form 60 & 61(as applicable)
  8. Regarding the change of address in Registraction Certificate,where the hypothecation is endorsed in the Registration Certificate,No Objection Certificate from the financer is needed to get the address changed in the Registraction Certificate.
The change of address should be applied within 14 days from the date of effect, after that penalty of Rs. 100 per month is applicable.
Assignment of new registration mark or renewal to another state.

If a registered owner of a vehicle brings the vehicle to Delhi, which is already registered in some other state after obtaining a N.O.C from the concerned state can apply for re-registration in Delhi, The documents required are as under:
  1. Other state registration certificate in original.
  2. Form 28 (NOC in duplicate)
  3. Form 27.
  4. Form 20.
  5. Attested copy of address proof.
  6. Attested copy of valid insurance.
  7. Attested copy of pollution under control certificate.
  8. Challan clearance from traffic police or enforcement wing of transport department. On case of commercial vehicle only.
  9. Fitness certificate issued by the board of inspection. Burari.
  10. Road tax (as applicable)
  11. Prescribed fee for registration.
  12. PAN Card or Form 60 & 61(as applicable)
  13. Parking fees
  14. Certificate manufactured regarding emission norms
Note: Such registration of vehicle are subject to clearance from National Crime Record Bureau. The Transport Department arranges the clearance certificate themselves.

Q3 How can the dealers register the vehicles ?
Under the provisions of Delhi Motor Vehicle Rules 1993, Transport Department has authorized dealers to register the vehicles and to deliver the registration certificate as well, to the registered owner at their end for the benefit of public and to avoid the hassles in registration procedure. .

Q4 Can dealer deliver vehicle without registration ?
No, the dealer cannot deliver unregistered vehicles to the customers. The dealer gets the vehicle registered in the name of customer first then will hand over the vehicle to the customer. If Un-registered vehicle is found plying on the road shall be liable to be prosecuted under MV Act. A trade certificate is issued to the dealers by the Transport Department to drive the unregistered vehicles upto the zonal office for registration purposes only.

Q5 How the transfer of ownership of a vehicle can be done?

The transfer of ownership of a vehicle is to be applied in the concerned zonal office where vehicle is already registered and following are the documents to be submitted:-
  1. Registration certificate in original
  2. Form no.29 duly filled in duplicate (attested one copy)
  3. Form no.30 duly filled in duplicate
  4. Attested copy of valid insurance certificate
  5. Attested copy of address proof of purchaser
  6. Attested copy of valid Pollution Under Control Certificate
  7. Prescribed fee along with penalty if the transfer of ownership not applied within 14 days from the date of purchase.
  8. Attested copy of PAN Card or Form 60 & 61(as applicable)
Note: Application should be submitted with in 14 days otherwise penalty of Rs 100/- per month will be charged

For commercial vehicles in addition to above
  1. Permit surrender slip for S.T.A.
  2. Challan clearance from Traffic Police & Enforcement branch of the Transport Deptt. are required.
  3. Tax clearance report from Accounts.
  4. Copy of Valid Fitness certificate.
Transfer of ownership in case of death of the registered owner.

In such case the application is to be made by the first legal heirs/the person succeeding to the possession of the vehicle with following documents.

  1. Registration certificate in original
  2. Form No. 30 & 31 in duplicate with endorsement of the financier if the vehicle is held on hire purchase agreement along with NOC from financier.
  3. Original copy of death certificate of the registered owner.
  4. Succession/Survival member Certificate issued by SDM.
  5. Affidavit by the applicant to this effect and from the other legal heirs relinquishing their right in favor of the applicant.
  6. Attested copies of valid insurance certificate.
  7. Attested copy of address proof of Applicant.
  8. Attested copy of valid PUC.
  9. Attested copy of PAN Card or Form 60 & 61(as applicable)
  10. Verification of vehicle on form no. 20
Note: Application should be submitted with in 30 days of death to the zonal office otherwise penalty of Rs. 100/- per month will be charged.
For Commercial Vehicle in addition to above

  1. Permit surrender slip issued by STA branch.
  2. Challan clearance from Traffic and enforcement branch.
  3. Tax clearance report from Accounts branch.
  4. Valid Fitness Certificate

The documents required along with the learner application form are as follows :

Procedure to get a Duplicate License

Massage from ICSI -Financial Benefits from CSBF

Dear  CS Member,
As you are kindly aware, the Managing Committee of  the Company Secretaries Benevolent Fund has revised the financial benefits for the members of the fund w.e.f 1st April, 2012 . The details of the same are as under:-
Financial Assistance in the event of Death of a member of CSBF

Upto the age of 60 years
·               Upto Rs.3,00,000 in deserving cases on receipt of request subject to the Guidelines approved by the Managing Committee from time to time; and
·               Group Life Insurance Policy for a sum of Rs.2,00,000
Above the age of 60 years
·               Upto Rs. 2,00,000 in deserving cases on receipt of request subject to the Guidelines approved by the Managing Committee from time to time; and
Reimbursement of Medical expenses
·               Upto Rs.60,000
Education Allowance
·               Upto Rs.20,000 per child subject to maximum of two children in case of the member leaving behind minor children
Benefits to Members admitted to the CSBF after attaining the age of 60 years
The members above the age of 60 years can be admitted to the Fund.  However, in the event of death, financial assistance would be released @ Rs.40,000 for every completed year of membership or part thereof  in excess of six months subject to a minimum of Rs.50,000 and maximum Rs.2,00,000
It will be highly appreciated if you may please disseminate the said information on CSBF and its benefits/advantages amongst the CS fraternity and encourage others (Non-CSBF members) to be members of CSBF.
